Suwon has several official visitor-information points, but the best one depends on whether you are still at the rail hub or already inside the Hwaseong area.
The Suwon General Tourist Information Center is near Suwon Station Exit 4 at 924 Deogyeong-daero. The official Suwon visitor site currently lists it as open 09:00–18:00 and gives 031-5191-4672 as the contact number. It specifically says English, Chinese and Japanese interpretation is available. This is the most practical first stop if you arrive by train and need help confirming a bus stop, attraction, route or local plan before moving on.
The Hwaseong Haenggung Plaza Tourist Information Center is inside the red booth in the palace plaza area. It is also listed as 09:00–18:00, with phone 031-241-2703. This center makes more sense once you are already in the fortress district.
Suwon also lists cultural-tourism interpretation desks at Hwaseong Haenggung, Paldalmun, Seojangdae, Janganmun, Jangan Park, Yeonmudae and Hwahongmun, generally 10:00–17:00 on the current official page. These are useful for on-site historical interpretation, but do not assume every desk has the same foreign-language staffing as the Suwon Station center.
If you are arriving late, save the Korean place name and address before the information centers close. For schedule-sensitive questions, call the relevant center or check the official Suwon visitor page on the day of travel.
