Not every travel problem is an emergency. If the issue is overcharging, a tourism-service dispute, misleading information, or another non-urgent problem with a tourism business in Korea, the Korea Tourism Organization (KTO) Tourist Complaint Center is the more appropriate channel than an emergency number.
Start with 1330
KTO's current Tourist Complaint Center lists 1330 for calls inside Korea and +82-2-1330 from overseas. The 1330 Travel Helpline is designed for tourism information and assistance and can connect callers to related services when needed.
File a formal complaint when the issue needs a record
The official Tourist Complaint Center website allows travelers to submit a complaint online. The process includes registering and verifying an email address, submitting the details, review or transfer to the relevant agency, and a final response.
When you file, keep practical evidence such as the business name, date and time, receipt, quoted price, booking confirmation, photos of posted prices or terms, and a concise account of what happened. Do not send sensitive payment-card data or unrelated personal information.
Know when this is the wrong channel
Use 112 for an immediate police matter or crime in progress and 119 for fire, ambulance or urgent rescue. A tourism complaint channel is not a substitute for emergency help.
What to do first
If it is safe and practical, ask the business to correct a simple billing or service error on the spot. If the issue is not resolved, save the evidence and contact 1330 or submit the complaint through the KTO complaint center. For a time-sensitive booking or departure problem, also contact the transport operator, hotel, tour company or platform directly because complaint review is not an instant rebooking service.
